NOTICE TO BIDDERS
RENOVATION EAST BOUND TRAIN STATION WAITING ROOM

This advertisement is notice that bids will be accepted for the Renovation to the East Bound Waiting Room of the Bound Brook Train Station. The project is located at Main Street, Bound Brook, New Jersey 08805. Bids will be accepted by the Borough Clerk , at Bound Brook Borough Hall, 230 Hamilton Street, Bound Brook New Jersey, 1 November 2011 10:00 AM (Local Prevailing Time.
Drawings, specifications and forms of bids for proposed work prepared by dennis kowal architects will be on file in the office of said Architect at 52 West Main Street, Somerville, New Jersey 08876; (908) 231-0201, starting at 9:00 AM on 27 September 2011, and may be examined at no expense by prospective bidders between 9:00 AM and 3:00 PM, Monday through Friday. Bidders, upon request, will be furnished with a copy of the specifications and prints of the drawings by the Architect upon proper notice with a non-refundable payment cost of $150.00 to cover the cost of reproduction per set of drawings and specifications. Payments should be in the form of certified check or money order and should be made payable to dennis kowal architects).
This project involves the preservation of historic existing building materials and has the approval of the New Jersey State Historic Preservation Office. Bidders minimum requirement in historic preservation is to have a mason or mason subcontractor who has done repair work on brick buildings of the same age as the station, which may not be registered. Graffiti removal experience is a plus. Limestone repair would also be useful. Please list the projects with addresses, Scope of Work, reference names and phone numbers."
All questions regarding the project be directed to the Architect and received in writing only, by 18 October 2011 at 10:00 AM (fax #(908) 218-7979) and will be answered in the form of an addenda by 21 October 2011. No questions will be answered prior to release of addenda, over the phone, or after release of project addenda.
Bids must be made on Standard Proposal forms in the manner designated herein as required by the Specifications, must be enclosed in sealed envelopes, bearing the name and address of bidder and name of the project on the outside, addressed to borough clerk at Bound Brook Borough Hall, 230 Hamilton Street, Bound Brook New Jersey, and must be accompanied by all forms listed on the Mandatory Form List and a certified check or bid bond for not less than ten (10%) percent of the amount of the base bid and all alternates, provided said check shall not be less than $500.00 and a consent of surety from a surety company authorized to transact business in the State of New Jersey in a sum equal to one hundred (100%) percent of the amount of base bid and included alternates for payment and performance, and be delivered at the place on or before the date and hour named above.
The Standard Proposal form and all other required forms are attached to the specifications.
Bidders are required to comply with the requirements of P.L. 1975 c. 127 regarding Affirmative Action, Executive Order 11246 regarding Equal Employment Opportunity, and Chapter 33, Laws of 1977 regarding disclosure of Partners and Stockholders.
Small, Minority and Women's Business Enterprises are encouraged to obtain specifications and compete for the contracts.
All contracts and subcontracts for construction or purchase of materials are subject to Section 3 of the Housing and Community Development Act of 1968 where, to the greatest extent possible, opportunities for training and employment shall be given to lower income residents of the project area, and when possible, contracts shall be awarded to business concerns owned by area residents.
All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. The Borough of Bound Brook reserves the right to reject any or all bids, or to waive any informalities in the bidding.
Within 7 days, the successful bidder will be required to submit a construction schedule with an indication for high lead time items. Substitution of materials that reduce lead time for delivery will be reviewed and accepted within 14 days. All approvals by the Architect will be directed to the successful bidder in writing.
